Water Rates in Dania Beach
Dear City Utility Customer,
Like most coastal utility systems in South Florida, water and sewer utility rates have continued to increase over the past several years.
These increased rates generally stem from three areas:
- Operating costs
- Regulatory requirements
- Capital Improvement loans
The City of Dania Beach has experienced increases in its annual operating costs in a similar fashion to most local governments. The cost of electrical power for pumping raw water and distribution of potable water, costs of treatment materials such as chlorine and lime, and the cost of utility operating staff are monitored closely but continue to rise on a year-by-year basis. These are all a part of the consideration in establishing our City’s water and sewer rates.
Regulatory requirements also require higher standards for drinking water and sewer treatment. This has caused double-digit annual increases to the City’s cost of contracted sewer treatment over the past several years. Regulatory requirements also moved Dania Beach to approve a multi-year, multi-million dollar capital improvement program for its Water utility several years ago. The age, past use and limited maintenance of the City’s water & sewer systems left them in need of major repair and replacement. The needed capital repair and replacement included design and construction of a new water production facility (Nano-filtration plant), replacement of major City water supply lines, replacement of high-service pumps, replacement of many sewer lift stations and an accelerated program to reduce rising groundwater / stormwater inflow and infiltration into the sewer system.
These many capital improvements have been financed through loans from the State Revolving Fund as the City’s Utility Enterprise Funds had been operated so as not to accumulate financial resources to pay for capital replacement. The new Utility capital improvement loans involve repayment over a 20-year term. Repayment of these capital loans is yet another consideration of the City’s water and sewer rates.
City water and sewer rates are established to provide solely for Utility operating costs, regulatory requirements and repayment of capital loan borrowings. Being a modestly sized Utility, rates for Dania Beach customers may be found to be slightly higher than some surrounding areas and yet lower than some others. Undoubtedly, rates for potable water production, distribution and treatment are rising all over South Florida. Dania Beach will continue to do its best to maintain rates at the most reasonable level possible.
